Permanently deletes an existing todo.
Permission Requirements:
- The authenticated user must be an employee or crew member.
- Crew users can only delete incomplete todos where they are the assigned user or creator.
Warning:
This operation is irreversible. The todo and all associated data will be permanently removed from the system.
